If you are adding a manual charge to a room and the charge description box is highlighted in red with no options to fill this field that means there have not been any 'Descriptions' added in Option sets.
The 'Description' field is mandatory so you will need to add some in.
Go to Administration > Option Sets
From the drop down box locate Charge description.
Click add. Then fill in the details. Click save. Below is an example.
