Why doesn't Bulk Update remove all restrictions?

Clearing restrictions using the Bulk Update functionality will remove any restrictions that have been previously applied via the Rate Calendar screen (either manually or as a Bulk Update) as seen below.




However this will not get rid of those that have been set at the rate plan level. These are effectively 'Default' restrictions that will remain in place unless they are removed from the rate plan itself by going to Rates > Rate Plans.
